1. Halls Creek RoadWise Committee - Halls Creek Croc Festival - $5289.30
This project will involve the Halls Creek RoadWise Committee working in partnership with the Indigenous Festivals of Australia's Croc Festival to promote and raise awareness of the dangers of non use of restraints, riding in the open load space and pedestrian issues amongst primary and secondary school students attending the Croc Festival in Halls Creek from 9th-11th August 2005.
The Croc Festival is an innovative event that builds partnerships in regional and remote communities by celebrating youth culture. Involving young Indigenous and non Indigenous Australians in visual and performing arts, sports clinics and careers markets in a 100 per cent drug and alcohol free environment, the festival promotes health, education and employment in a spirit of reconciliation. The Festival encourages young people to take control of their lives, to focus on positive future goals and make healthy lifestyle choices.
The primary target group for this event will be Aboriginal males and females aged 9-18 years. The 2004 Derby Croc Festival was attended by 26 schools with 801 participants, 145 supervisors and an estimated audience of 4000 people. Projections for this year are 1300 students from 47 different schools. Many of the students who come to this event are from remote Aboriginal community schools. The distance of these schools from major centres means they often miss out on road safety community education as experienced by those living in more populated areas. The Croc Festival provides an opportunity to promote road safety issues to this hard to reach group, who are over represented in the State's road crash statistics.
The Halls Creek Committee plans to set up an interactive display at the three day event.
Activities at this event will include:
- Road safety poster competition prior to the event to determine road safety messages and design on promotional merchandise;
- Road safety poster display;
- Seatbelts and riding in the back of utes display/activity (with remote control cars, table tennis balls and sticky tape);
- Use of corrugations to Highways resource as a tool to instigate activities related to restraint use, riding in the open load space and pedestrian issues. Activities may include roleplays, quizzes and discussions on depending on the group;
- Educational and promotional materials about riding in the open load space and wearing seatbelts will be available for participants to take away;
- Activities such as colouring in, word sleuths, mazes and crosswords promoting OLS issues, restraints and pedestrian issues;
- Quiz questions relating to the activities and prizes;
- Display of crash trailer; and
- Promotion of Road Aware Program to teachers.
2. Roebourne RoadWise Committee - Wickham Local Area Targeted Enforcement Signs (LATES) - $1492
This project will involve the installation of a Local Area Targeted Enforcement Sign (LATES) at the entrance to Wickham in the Pilbara region of Western Australia.
It is hoped that the sign will have a significant effect by increasing motorists' perception that there is a Police presence in the local community (Wickham Police Station has recently reopened after being closed for 5 years). It is hoped the sign will also increase motorists and passengers perceived likelihood of getting caught when breaking the law on the road. The sign will also help promote the importance of particular road safety issues at a local level.
There are currently a number of LATES situated outside towns throughout Western Australia. They are road signs which state "Local Police are Now Targeting....(targeted road safety issue)." The sign will have four double sided message overlays that can be bolted onto the sign. The eight overlays will target: Speeding; Drink Driving; Seatbelts; Driver Fatigue; Overtaking; Unsafe vehilces; Riding in the Open Load Space; and Child Restraints. the overlays will be changed to reflect and support the Road Safety Council's state road safety campaigns as well as relevant local issues.
The sign will be installed on the Roebourne-Point Samson Road, near the intersection of Wickham Drive. Written approval has been received from Main Roads Western Australia - Pilbara Regional Office regarding installation of the LATES and a letter has been received from the Officer in Charge of Wickham Police Station confirming that the Wickham Police will undertake the responsibility to change over the variable message overlays.
3. Kalgoorlie RoadWise Committee - Kalgoorlie-Boulder Race Round - $3310
Race Round is one of Kalgoorlie-Boulder's major events and attracts more than 20,000 people coming from all over the Goldfields to enjoy a 3 day program of horse racing and entertainment.
The Kalgoorlie-Boulder RoadWise Committee believes that it is necessary to promote the "Don't Drink and Drive" message at this event on the 2 most popular days (Thursday 15th Sept and Saturday 17th Sept.)
Activities planned are:
- Police, RoadWise and Main Roads will have a display are at the front gate of the Races (this is an ideal spot as we are more likely to be seen and target more people);
- Selection of drink driving banners around the ground and at the display;
- Breath testing participants during certain times of the day for a designated period of time (Police and Racing Club have given permission for this to happen and RoadWise breath testing guidelines will be followed);
- Use of fatal vision goggles;
- Community announcements over the Race Club's PA system (eg "every police car is a booze bus" - Police will approve these announcements);
- Use of Kalgoorlie RoadWise Committee/Police crash trailer;
- Don't Drink and Drive logo on race program booklets;
- Don't Drink and Drive competition; and
- Full page colour advertisement in the Race Round Magazine (this ad will be sponsored by Main Roads).
This application is for funding to purchase Don't Drink and Drive giveaways for patrons. These giveaways include stubby holders, key rings and corkscrews.
4. Esperance RoadWise Committee - Esperance Police Crash Trailer - $3600
This project involves 'revamping' the current Esperance Police crash trailer. Over the years the current trailer has become rusty and unsuitable to be used in the community. This application is applying for funding to construct a new Road Safety Trailer with a 'white crosses' theme.
The idea for Road Safety Trailer (RST) has come from First Class Constable Clint Taylor who is a member of the Esperance RoadWise Committee. The RST will contain 200 white crosses secured to the trailer on hinges. As fatalities occur in Western Australia a cross will be raised inside the trailer. Clint will be responsible for the RST and obtain fatality information from the Western Australian Police Intranet website.
The RST will be displayed around the Esperance town site and outlying areas as well as used for special events such as Australia Day display, Road Safety Week, Child Restraint Week, Blessing of the Roads, White Ribbons and the Agricultural Show etc.
Printed on the sides of the trailer will be WA Police logo, Community Grants logo and a slogan such as "You may be next" (this slogan is still to be decided by the Esperance RoadWise Committee).
This RST is different from the usual display with a crashed car and therefore has the opportunity to effect more people because of this new concept and idea. The Esperance RoadWise Committee has decided not to print any specific road safety message on the trailer (eg Don't Drive Tired, Don't Drink and Drive). This is because the Committee would like to use the trailer at events which reflect the Office of Road Safety priority months and not just targeting one message. The Road Safety Officer will provide banners and signage, which promote the current message for events. The Shire of Esperance also has a LATE sign so any of the yellow drop down tags which aren't being used can be attached to the trailer during campaign periods. The trailer message will always be reinforced with educational literature, competitions or road safety activities.
Esperance Police have agreed to store and maintain the trailer.
5. City of Gosnells RoadWise Committee - RBT Handouts - $900
City of Gosnells RoadWise Committee members liaise with the WA Police to set up approximately 4 RBTs a year. This creates an opportunity for City of Gosnells RoadWise members to get involved in handing out litter bags containing drink driving information during random breath tests and promotes educating drivers about the affects of drink driving and road trauma. Promotional material is given to a driver once he/she has blown a 0.00 BAC, therefore being praised for driving under the limit. Litterbags contain standard drink cards, air fresheners, beer coasters and an entry form for prizes such as a dinner for two.
Our evaluation of the project is based on the reply rate of the entries sent to the City of Gosnells with the correct response to a question relating to drink driving and the amount of publicity it receives. Following publication in the Comment News in December 2004 a media release was prepared to acknowledge Gosnells RoadWise Committee, hoteliers and the liquior stores have banded together for the Road Safety Council Christmas "Don't Drink and Drive" Campaign.
The campaign highlighted the fact that the Christmas period was traditionally a time of increased festive activity and family gatherings which involved alcohol. Furthermore another advertisement in the Comment News (dated 21 December 2004) was printed stating "South East Metropolitan Police District traffic personnel stopped more than 406 vehilces during a 2 hour operation". This was a joint RBT campaign between Armadale and Gosnells RoadWise Committee. It was noted that due to the high number of vehicles stopped, promotional material was limited.
