Funded Grants Round 1 June 2003
1. Narrogin RoadWise Committee - Drink Check Promotional Items - $3,644
Drink Checks and Education Breath-Testing events are popular RoadWise and Public Health activities held in the Wheatbelt South Region. This grant is to obtain funds to purchase additional educational items to add value to the Fatal Vision Goggles already used at these activities. These items will help those implementing educational breath-testing events, educate their audience about the dangers of driving under the influence of alcohol. Items to be funded are Fatal Reaction Headphones, the Line Detector, Fatal Vision Flying Disc and copies of drink check brochures and cards.
2. Derby-Fitzroy Crossing RoadWise Committee - Derby Rodeo Drink Driving Marketing Partnership - $1,000
This project will involve the Derby-Fitzroy Crossing RoadWise Committee working in partnership with the Derby Rodeo and Horseriders Association to market and promote the awareness of the dangers of drinking and driving among spectators and participants at the Derby Rodeo. This is a three day event attended by approximately 2500 people. This project will primarily target males including indigenous males aged 18-30 years. Rodeos are attended predominantly by young males. This rodeo is an ideal venue to target young males living in the Shire of Derby/West Kimberley, the Mitchell Plateau and Gibb River areas about the dangers of drink driving. Many attendees live in remote areas and it is difficult to get messages and information about drink driving to this group. Promotional opportunities include Don't Drink and Drive logo on all advertising, regular Don't Drink and Drive announcements, banners, signage, coasters and posters.
3. Town of Port Hedland RoadWise Committee - Bus it to the Cup and Get Home Safely by Bus - $1,200
Each year in early August, the Port Hedland Turf Club holds a well attended race meeting to decide the Port Hedland Cup. In previous years attendances have been over 7000. A crowd this size has stretched local taxi services and the inevitable delays have meant that patrons have taken their motor vehicles to the event and then committed drink driving offences on the way home. This project will reduce the incidence of drink driving by providing a free bus service for patrons to and from the race track to both Port and South Hedland in a continuous shuttle service. The service will be promoted prior to the event and supported by on course activities such as breath testing and safe drinking display.
4. Exmouth Police - Surviving North West Roads - $1,000
Due to the demographics of the region, places like Coral Bay, Exmouth and Shark Bay attract tourists. Most people arrive by private vehicle, predominantly 4WD, often heavily laden and towing other vehicles (boats, caravans, trailers). The isolation and distances involved are vast and factors such as fatigue, heat, road trains and frustration can lead to silly mistakes with sometimes fatal consequences. This project aims to improve road safety with particular reference to movement of 4WDs travelling both on and off road in the Gascoyne/Pilbara region. Participants will be led on a practical convoy from Exmouth to Carnarvon for three days via coastal off-road tracks and the highway, camping each night on the way. Police and other agencies will spearhead the convoy, with participants using their own vehicles. the convoy will stop at pre-selected locations and will be given advice specific to 4WDs. Practical sessions will include pre-checks for roadworthiness, considerations when loading a vehicle, brake systems on trailers and caravans and maximum load limits, skills when reversing with attached vehicles, emergency first aid and safe use of vehicle recovery equipment. Informal evening sessions will cover areas such as road rules and drug and alcohol issues.
5. City of Swan RoadWise Committee - Spring in the Valley - Don't Drink and Drive - $3,500
Spring in the Valley operates annually in the Swan Valley during the second weekend in October. Approximately 90 premises will be open and the Valley has around 60 000 visitors during the weekend. The project will educate visitors to the Valley on the dangers of drink driving, what a standard drink is, how many wine tastings will make up a standard drink and how many standard drinks will affect BAC. Activities will include a drink driving message in the brochure, working with participants (wineries) to standardise tasting sizes, displays containing drink driving information with fatal vision goggles and breath testing and a competition.
6. City of Swan - Road Safety at the Cinema - $5,000
A 28 week cinema advertising campaign at Ace Cinemas in Midland featuring road safety messages aligned with the Office of Road Safety Road Sense newpaper campaign. Static slides featuring the Swan RoadWise Committee's 'Reggie' will be shown on screen with a voice over message. This message will be changed every 4-8 weeks and will outline the road rule message and penalties.
7. Town of Port Hedland RoadWise Committee - Port Hedland Christmas Harmony Project - $3,500
Many people such as school teachers and civil servants normally resident in the Town of Port Hedland and its environs, use the school holiday period in December to travel long distances to the SW of WA for vacation with their families. Similarly many Kimberley residents travel through Port Hedland on their way north or south for the long vacation. Such persons travelling long distances by vehicles are at risk of driver fatigue and this project aims to highlight the risk of fatigue and ways to reduce the risks by using local media outlets such as Milba radio and satellite FM stations which broadcast throughout the north of WA. The messages will be recorded by local Port Hedland identities. Broadcasting spots will be outlayed on a one for one basis.
8. Serpentine-Jarrahdale RoadWise Committee - Drop Tag Awareness Campaign - $1,020
A selection of 8 slogans relating to the 4 key road safety issues will be placed on the base of the RoadWise sign on the South Western Hwy to enhance the key point. the signs will be placed on a volunteer basis, by either the Police or RoadWise Committee member.
9. Midwest Gascoyne Alcohol and Drug Advisory Unit (WA Police Service) - Operation Fatal Vision - $2,950
Purchasing of Fatal Vision Goggles for Midwest and Murchison regions. Work in conjunction with other agencies to educate those living in the Midwest and Murchison regions about the legal and physical effects of alcohol and drugs on the body and on the community and the practice of safe and responsible serving of alcohol to patrons in licensed premises. Members of the unit are regularly asked to address community groups on particular effects of drugs and alcohol in relation to drink driving. Using Fatal Vision Goggles at these presentations will increase the benefit. Fatal Vision Goggles were used at the Red Hill Winery Don't Drink and Drive project with tremendous effect, encouraging participation in an informative and educative way. Usage of the goggles has been earmarked for numerous events coming up in the Midwest and Murchison regions.
10. Narrogin RoadWise Committee - Wheatbelt South Regional Conference - $6,208.50
This project will see the Narrogin RoadWise Committee hosting a conference for all RoadWise Committees in the Wheatbelt South region. The conference will allow for committees to come together to discuss and share ideas and resources to enable them to better contribute to reducing road trauma in the region. The aim of the conference is to encourage, help and support RoadWise Committees in the Wheatbelt South to plan, implement and evaluate their own innovative activities and projects which support the State Road Safety Strategy. The conference will also indicate to the committees who they may be able to work with to make better use of resources and skills in the region and therefore it is envisioned that this conference will help all of the committees work better together to have a regional impact. In addition the conference will provide a forum for committees in the region to showcase their projects and activities.
11. Kununurra RoadWise Committee - Local Area Targeted Enforcement Signs (LATES) - Wyndham and Kununurra - $4,072
This project will involve the installation of 3 LATES in the East Kimberley region of WA. It is hoped that these signs will have a salient effect by increasing motorists' perception that there is a Police presence in the local community. It is hoped that these signs will also increase motorists' and passengers' perceived likelihood of getting caught when breaking the law on the road. The signs will also promote the Road Safety Council's State Road Safety Campaigns as well as other relevant local issues such as unsafe vehicles. Approval has been given by Main Roads Western Australia - Kimberley regional Office and letters have been received from the Officer in Charge of the Wyndham and Kununurra Police Stations confirming that they will undertake the responsibility to change over the variable message overlays.
12. Western Australian Brewer's Association - Real Beer is Here - Drink Quality not Quantity - Don't Drink and Drive - $5,400
The Western Australian Brewer's Association (WABA) has approximately 30 members who represent independent microbreweries and craft brewers throughout the state. Their beers are represented in over 50 hotels and up to 200 bottle shops statewide. WABA will be represented at events such as the Burswood Food and Wine Festival adn Northbridge Food and Wine Festival. WABA also holds a number of events each year and is involved in numerous promotional activities including regional field days and shows as well as hosting WA Beer Week. Recent years has shown a shift from quantity to quality with a slogan of Real Beer is Here - Drink Quality not Quantity which is consistent with the Don't Drink and Drive message. WABA will work with RoadWise at all events to provide opportunities for patrons to undergo BAC testing and run a quiz to ascertain knowledge of the Don't Drink and Drive message. Don't Drink and Drive messages will be displayed on banners, promotional materials and merchandising.
13. Derby-Fitzroy Crossing RoadWise Committee - Broome Turf Club Drink Driving Marketing Partnership - Kimberley Cup - $1,000
This project will involve the Broome RoadWise Committee working in partnership with the Broome Turf Club to market and promote the awareness of drinking and driving amongst spectators and participants at the Kimberley Cup Race Day on 26th July 2003. This event is attended by approximately 2 000 people. Promotional opportunities at this event will include Don't Drink and Drive logo on any advertising of the event, regular Don't Drink and Drive announcements during the event, Don't Drink and Drive banners and signage around the race track, standard drink coasters and Don't Drink and Drive posters behind the bar areas and free breath testing for patrons.
