Funded Grants Round 12 May 2011

Warlayirti Artists, Motika Dreaming Phase 2 - $2,000.00
This application is a request for funds for Year 2 of the Motika Project program.  The Motika project commenced with RoadWise funding in July 2009 and has been operational since with a number of significant outcomes.  The Motika Project has used four art forms – advertising, photography, painting, film, to enable three remote indigenous communities in WA to engage with and discuss the role of the motika (slang indigenous term for car) in contemporary indigenous culture.  The use of the motika in indigenous culture has significant links to high levels of crime, road accidents and road related deaths, deaths and imprisonment.  This project function as both a crime prevention, road safety and community storytelling tool for indigenous people both living on communities and in jail currently.  The RoadWise funding was used in Year 1 to produce two road safety ads for TV and a poster campaign.  These advertisements involved employment of two professional arts workers who worked with about 25 community members who wrote, filmed, translated and acted in the ads.  In addition these community members also translated the WA “How to get your license” booklet into the local shared language Kukutja.  The second half of Year 2 of the Motika Project proposes to spend the Roadwise funds on creating a second series of TV ads  with a number of young men on the community with a view for screening on NITV, ITV and broader screening outside the community as part of the Motika Project film screenings

Shire of Kalamunda, Drive to Survive in Kalamunda - $20,000.00
Our aim is to make the local community and visitors to the Shire aware of their travelling speeds and to promote safe driving practices by:
• Deploying the Speed Alert Mobile (SAM) trailer on all roads throughout the Shire at various random times and locations.
• Deploying the Speed Alert Mobile (SAM) Trailer at specific locations e.g. schools to make drivers aware of special conditions prevalent within the area e.g. 40 kph during school times.

• Provide speed monitoring and driver awareness at sporting events associated with the Shire e.g. Targa West Rally; Junior State Cycle Race; Zig-Zag Community Walk;  Australian University Games Cycle Race; West Coast Masters Cycle Races. Deployment of the SAM trailer as requested by local community groups and business/industry groups after due consideration where deployment does not conflict with a scheduled commitment of deployment and does comply with the guidelines for deployment and the grant agreement.
• It is hoped that the SAM trailer will be fully deployed during its life with the Shire of Kalamunda; however the Shire will consider requests from adjoining councils for the deployment for specific events.
• Ensuring the SAM trailer is an integral part of the Shire of Kalamunda’s Road Safety Strategy and will be fully utilised to promote safe driving awareness and practices, especially with regard to the Safe Systems approach to road safety in the vicinity of local schools
• Deploying the SAM trailer during major medium to long term road works to increase public awareness of adverse conditions and promote safe driving practices in and around roadwork.

WA Police, Gingin, Gingin Drive Reviver Van - $15,600
Purchase of a Caravan for use as a Driver Reviver Caravan providing seating and shade shelter. Promote and man “Driver Reviver” caravan on regular basis.  Provide a regular service for driver comfort and resting place.  Promote and provide relevant information regarding the necessity to take regular breaks when travelling long distances.  Media involvement to promote the use of “Driver Reviver” stops
Provide handouts to promote safer driving on long journeys. Gather survey data every time the “Driver Reviver” caravan is deployed. The Shires of Gingin, Chittering and local Police have operated the driver reviver van in the region for a number of years. The van has been manned by volunteers and other road safety orientated personnel.
The driver reviver campaign has been run successfully for many years, more recently by borrowing caravans from a range of sources. The original caravan’s dilapidated condition has meant that we can only run the service on a minimal number of occasions. The local Shires of Chittering and Gingin with support of volunteers and local Police have operated the van as a driver reviver van since before 1998. The Brand and Great Northern highways are the main arterial routes in the Gingin Chittering region and with the Indian Ocean Drive stage 2 under construction it is essential that the Driver Reviver Program be maintained and implemented over every long weekend and holiday season.

Shire of Manjimup, Road Safety in the Shire of Manjimup - $20,000
Position the Speed Alert Mobile in ‘High Risk Speed Areas’ such as the main arterial roads that enter the towns of Manjimup, Pemberton, Northcliffe and Walpole.  Position the Speed Alert Mobile within the Shire school zones at the commencement of each new school year and school terms.  Position the Speed Alert Mobile well ahead of road works for workers safety.  Have the Speed Alert Mobile strategically placed at the main entry point whilst DEC/FESA undertake annual restricted burning season to control bush fire.  Have the Speed Alert Mobile strategically placed at the main entry point of community events (e.g. Cherry Festival, Pemberton Classic and Criterium, Northcliffe Karri Cup, Walk for Cancer).  Have an ongoing ‘visual’ reminder around the Shire of Manjimup prior to and during all public holidays, helping prevent the loss of ‘Double Demerits”.  Use the Speed Alert Mobile in conjunction with the WA Police in the education and focus on speed black spots.  Because the local roads are not targeted for enforcement by Police, the Shire will focus on local roads to remind motorists of their obligations.
